If you look in the windshields of these vehicles, I bet you'll see parking placards from local religious institutions, in this case likely Tenth Presbyterian Church. On Saturdays, it would likely be Temple Beth Zion Beth Israel. They have an exemption for weekend religious services that also applied back when these were normal traffic lanes.

As a member of Tenth, I'm somewhat conflicted about this. I appreciate the courtesy from the city, and it helps some members come from afar who might not otherwise, but weekends are prime biking time, and it might be nice if some parishioners would actually spend some time in the city as opposed to just driving through it, punctuated only by parking and making a beeline for the Church.

@blackstreak Those parking placards are printed out by the church themselves. It's not a permit from the city. What exemption are you talking about? Are you aware of any law in Philadelpha that allows parking in the bike lane?

The sign is clearly marked. There is no exemption for church parking.
