That is indeed a right turn lane. You can see that the lane starts being shared right at the tree if you look at it in Google Maps: http://tinyurl.com/6mqr8l. Be careful out there.

I bike near there almost every day, but it is hard to fault the Septa drivers for pulling over where there is an actual bus stop.

It's actually less dangerous for them to pull all the way over. If they don't and someone hops down off the bus in your way...instant collision.
