What curb? What bike lane?

Within seconds of maneuvering around the Wistar delivery truck, I encountered this truck. Doing what? I dunno. No driver, and no one in sight. Does Philly ticket anyone other than those whose meters run out? Man, the city could make a fortune handing out tickets. So many untapped revenue streams....

Oh yeah! I didn't see that fire hydrant! Triple whammy!! Wow, thanks for maximizing the threats to safety. Well, three birds with one truck. Nice. But why didn't you run over that tree while you were at it? Too big? Aw, your truck is pretty big. Maybe you'd also like to sit and idle (and pollute needlessly) while you munch a greasy egg sandwich. Surprised you weren't. Thanks a bunch.

I actually talked to a police office who said he wanted to ticket people who sit in bike lanes. However, he also said that he did not know of any known law that would allow him to do this. Therefore, it is incumbent upon the bicycle community to find the law and to tell him about it.

My question for people out there. Is this illegal to sit in a bike lane? I don't know where to begin to look. If someone finds this law, please post it.

I could not find a specific bike lane violation, but these must cover most of those violations. The first and second listed definitely applies to this joker above.
